Senior FOIA Analyst

Location: Washington, DC

We are looking for a professional, experienced Senior FOIA Analyst to join our team!

JOB RESPONSIBILITIES

Individual should possess FOIA expertise with comprehensive experience covering the full range of activities required to process a FOIA request from agency receipt to drafting of the final response. Individual will be responsible for providing comprehensive support for difficult program and project analysis and evaluation assignments; leading the analysis and evaluation of existing or proposed program / project management processes; and using methodologies, modeling/estimating techniques and tools to satisfy customer needs and comply with industry and Government standards and directives. Other duties include:

  • Support the FOIA and Privacy Acts requests to include processing, document review, agency coordination, draft correspondence preparation and document/information release recommendations
  • Prepare releasable OFAC intelligence products in response to FOIA requests while ensuring that sensitive information is protected in response to requests
  •  Support litigation efforts, in coordination with TFI FOIA officials, by crafting Vaughn indices, declarations, affidavits, answers to complaints, and supplemental releases
  •  Review FOIA/PA requests
  •  Assist in all portions of the FOIA lifecycle from initial request, coordinating responses, processing referrals, communicating with requestor and maintaining accurate FOIA records;
  •  Obtain associated responsive documents from the appropriate divisions, review of relevant records;
  •  Facilitate consensus between offices with conflicting judgments;
  •  Prepare documents for release, subject to government review and approval;
  •  Implement and maintain OIA FOIA tracking for accuracy and completeness;
  •  Attend meetings and represent the supported offices in FOIA associated internal and external venues
  •  Reduce/eliminate current FOIA backlog
  •  Provide FOIA/PA review and processing of pending, simple and complex FOIA cases
  •  Scan FOIA support documents related to cases assigned into the FOIA database
  •  Prepare documentation for, and draft responses to, FOIA/PA requests, coordinating proposed disclosures of information with entities within OFAC and agencies outside of OFAC
  •  Process submitter notices associated with specific FOIA cases
  •  Provide initial analysis of submitter objections
  •  Redact documents in accordance with OFAC FOIA protocols which includes annotating appropriate FOIA exemptions on records
  •  Process draft responses to submitters of objections to release of information in OFAC records
  •  Generate draft response letters to requesters detailing OFACís FOIA review and release determination
  •  Maintain complete and detailed case notes on all assigned cases
    • Builds complete and comprehensive transmittal packages

REQUIREMENTS 

  •  Active Secret to Top Secret Security Clearance
  •  Bachelorís Degree in Management, Business, Finance, Administration or related field
  •  Minimum of Eight (8) years of specialized experience
    • Knowledgeable of the full range and scope of FOIA and the FOIA exemptions
    • Ability to analyze a breadth of federal records (law enforcement, contract, sensitive business, national security, draft and position papers) to determine appropriate redactions in accordance with FOIA Disclosure Exemptions, 5 U.S.C. ß 552(b)(1) through (b)(7)
    • Complete redactions in compliance with all federal laws and agency instructions/guidelines
    • Must be proficient with Database and file operations
    •  Familiar with processing of submitter notices
    •  Must be proficient in the use of information technology and possess information technology skills required to perform FOIA reviews including but not limited to standard Microsoft office software applications (e.g., PowerPoint, Excel, Access) and use of the Adobe redaction software
    •  Knowledge of the U.S. Government Freedom of Information request processing system
    •  Current or previous Treasury experience highly desired
