Performance Measurement Specialist

Location: Arlington, VA

We are looking for an experienced, professional Performance Measurement Specialist to join our team!


Individual will be responsible for developing core performance measurement metrics, benchmarks, and progress indicators to measure effectiveness and efficiency of SLS programs. Individual will also be responsible for developing and implementing data collection policies, systems, and procedures to track program inputs, outputs, and outcomes. Other duties include: 

  •  Aligning SLS performance measurement processes and practices with FSI, Department of State, and USG requirements, as well as industry best practices
  •  Proposing, designing, and conducting quantitative studies using large datasets to determine impact of various factors on training outcomes
  •  Generating relevant findings, conclusions, and recommendations to improve SLS policy and/or program effectiveness
  •  Interpreting data and communicate technical information (e.g., results, recommendations) to non-technical and senior-level audiences
  •  Designing and leading performance measurement capacity building activities for SLS, including developing and delivering training modules and job aids 


  •  Active Secret level clearance
  •  Minimum of 7 years training evaluation experience OR 3 years of experience plus MS/MA (or higher) with significant quantitative focus in fields such as industrial/organizational psychology, public policy, public administration, educational psychology, applied mathematics, statistics, or applied linguistics
  •  Experience to apply the theories, principles, methods, and practices of evaluation for the purpose of measuring effectiveness of training programs, using a wide variety of quantitative and qualitative research design approaches
  •  Proven expertise implementing reliable and innovative methods to measure training effectiveness at all levels on the Kirkpatrick scale, as described in OPM’s Training Evaluation Field Guide and other docu-mentation relevant to the measurement of training effectiveness in a corporate training environment for adult learners.
  •  Demonstrated experience successfully applying technical expertise to advise, support and assist staff in schools and centers in the design, development, and implementation of training evaluation, including the use of tools, techniques, processes and systems for training and program evaluation.
  •  Demonstrated experience in the creation of tools, templates, evaluation instruments and use of reference materials that enable course managers and division directors to implement evaluation using quantitative, qualitative, and mixed methods approaches, in order to answer relevant evaluation questions at the course, curriculum or division level.
  •  Demonstrated experience designing and using appropriate evaluation instruments and methods for data collection, using quantitative, qualitative and mixed measures approaches; designing and implementing surveys, focus group and structured interview protocols and other methods to collect data needed to produce actionable findings
  •  Demonstrated experience using appropriate methods for data analysis of quantitative, qualitative and mixed measures approaches, using descriptive and inferential statistical measures to analyze data and produce accurate findings
  •  Significant, proven experience as a member of a team and a team leader; proven ability to explain complex content to non-technical staff; positive interpersonal skills and a customer-service orientation, particularly with clients from a wide variety of cultures
  •  Experience in program evaluation is highly desirable
  •  Experience developing performance measurement metrics and indices for educational or training organizations
  •  Experience applying quantitative analysis techniques to design and conduct studies that measure the effectiveness, efficiency, and productivity of educational and administrative programs
  •  Experience using data analysis concepts, principles, and practices to conduct data collection, review, and reporting of information gathered during an organizational study
  •  Experience managing data analysis software applications that are used to create, organize, and analyze large data files
  •  Experience presenting complex quantitative data analyses to non-expert, senior-level audiences
  •  Experience with survey methodology and/or psychometrics and testing theory
  •  Strong ability to work in a team environment on high priority initiatives
  •  Strong critical and creative thinking and analytical skills
  •  Strong written and oral communication skills
